Enhancements to Privacy Library Item

We’ve updated the Privacy Library Item—which you use to create macOS Privacy Preferences Policy Control profiles—to make it easier to assign widely: You can now apply Assignment Rules to it or assign it to all Blueprints.

This update also includes some minor UI and performance improvements.
