Home Screen Layout: Assignment Rules and Allowed Apps Restriction

We have added support for Assignment Rules to the recently released Home Screen Layout Library Item. We also made improvements to its scrolling behavior.

Since this Library Item automatically deploys an Allowed Apps List Restriction, we have added com.apple.CoreCDPUI.localSecretPrompt to the payload, to ensure users are able to log in to Google or iCloud accounts. Details from Apple are available here; see also our own support article.
