Restrictions Library Item: Improvements for Apple Intelligence

We've added the allowNotesTranscriptionSummary and allowedExternalIntelligenceWorkspaceIDs keys to the Restrictions Library Item, enabling admins to control access to additional features related to Apple intelligence on devices running iOS/iPadOS 18.3 and macOS 15.3 and later.
